The cycle is relevant irrespective of all nature of product of goods or services as long as the organization in question is result oriented. This general application gave credence to what is referred to as universal functions of management which include planning, organizing, staffing and leading, coordinating and controlling.

The success of failure of any organization is greatly attributed to the labour while capital, land and the caliber  of personnel working for the organization should have  been pre-determined ensuring that there is job relatedness and person job matching.

Job relatedness is the foundation of effective human resources management. It requires that all empowerment decision be used  on the requirement of the position, that is the criteria used ion evaluation, production and rewarding workers must be tied directly to the job performed.

Person-job matching is the process of matching the right person to the right job. Good human resource managers match people skills, interests, and temperament with requirement of their job.
