CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
An election is the systematic procedure by which individuals select their representative at the federal, state, and local levels of government (Diamond 2022 and Luqman 2019). In contrast, the British colonial government orchestrated and carried out the inaugural election in Nigeria in 1922, in response to nationalist demands for greater participation in colonial administration and leadership (Odo, 2018).
Hence, it is unexpected that the democratic process in Africa as a whole, including developing nations such as Nigeria, persisted in experiencing disruptions and electoral process collapses. The Nigerian political landscape is beset by a multitude of underlying issues, including but not limited to corruption, religious influences, ethnic divisions, the regionalization of political parties, the influence of incumbents, and the pervasive politics of "fatherhood," which has undermined electoral bodies' ability to conduct free, fair, and credible elections (W. J. Ekundayo, 2015).
The execution of governorship elections in Nigeria that are both free and fair has been a persistent challenge, carrying significant ramifications for democratic governance, political stability, and public confidence in the electoral system. In attempting to conduct credible elections, Nigeria, the most populous country in Africa and the largest democracy, has encountered a multitude of obstacles such as security concerns, logistical limitations, instances of electoral violence, intimidation of voters, and accusations of fraudulent activities and malfeasance (Onuoha, 2019).
The governorship election in Anambra State in 2022 offers a compelling framework within which to thoroughly analyse these challenges. Situated in southeastern Nigeria, Anambra State has a long history of turbulent political rivalries, ethnic strife, and electoral violence, which have rendered it a central area of concern regarding electoral integrity (Nwanegbo & Obioma, 2020).
The governorship election of 2022 in Anambra State was confronted with a multitude of obstacles that posed a risk to the integrity and reputation of the electoral procedure. The challenges encountered encompassed logistical complexities, including insufficient distribution of electoral materials, electronic voting machine malfunctions, and postponements in the initiation of voting in certain polling units (Nnamani, 2022). Furthermore, incidents of violence, intimidation of voters, ballot theft, and various other forms of electoral malpractice were observed during the election, giving rise to apprehensions regarding the integrity and impartiality of the electoral procedure (Okolie, 2022).
Against this backdrop, the 2022 governorship election in Anambra State serves as a critical case study for understanding the complexities and dynamics of conducting free and fair elections in Nigeria.
1.2 Statement of the Problem
External and domestic acclaim has been directed at the manner in which elections are administered in Nigeria. The integrity of elections conducted by any nation was called into question by organisations, individuals, and the international community (Okolie, 2022). Nigeria encounters numerous obstacles prior to, during, and subsequent to the election process. Taking into consideration Nigeria's educational background, population, economic standing in the African context as the continent's largest, and the fact that the country is endowed with abundant human and material resources, it is perplexing that the country is unable to organise and conduct credible, free, and fair elections. Nigerian elections are frequently marred by a multitude of irregularities, including but not limited to violence, corruption, rigging, ballot stuffing, vote purchasing, result manipulation, and ethno-religious politics (Isma'ila & Othman, 2018). The aforementioned principle applies to the conduct of governorship elections in every state within the nation.
The 2022 governorship election in Anambra State brought to the forefront more extensive systemic obstacles that Nigeria's electoral system confronts. These challenges encompass inadequate institutional capacity, the politicisation of electoral institutions, and a dearth of accountability and transparency in the electoral process (Onuoha, 2023). The aforementioned challenges possess noteworthy ramifications for political stability and democratic governance in Nigeria. They erode trust in democratic institutions and undermine public confidence in the electoral process (Nwankwo, 2021).
In view of the above, this study seek to examine the problems affecting the conduct of free and fair election in Nigeria (a case study of 2022 Governorship Election In Anambra State).
1. 3 Objectives of the Study
The main purpose of this study is to assess the problems affecting the conduct of free and fair election in Nigeria (a case study of 2022 Governorship Election In Anambra State). Specifically, the study will;
Determine the extent the 2022 Governorship Election In Anambra State was free and fair in nature.
Identify the factors which affected the conduct of free and fair election during 2022 Governorship Election In Anambra State.
Determine the consequences which resulted from the inability to conduct free and fair election during 2022 Governorship Election In Anambra State.
Proffer possible solutions to the challenges which hinders the conducted of free and fair elections during 2022 Governorship Election In Anambra State.
1.4 Research Question
The study will be guided by the following questions;
What is the extent the 2022 Governorship Election In Anambra State was free and fair in nature?
What are the factors which affected the conduct of free and fair election during 2022 Governorship Election In Anambra State?
What are the consequences which resulted from the inability to conduct free and fair election during 2022 Governorship Election In Anambra State?
What are possible solutions to the challenges which hinders the conducted of free and fair elections during 2022 Governorship Election In Anambra State?
1.5 Research Hypothesis
Ho: There are no challenges of conducting free and fair election during the 2022 Governorship Election In Anambra State
Ha: There are challenges of conducting free and fair election during the 2022 Governorship Election In Anambra State.
1.6 Significance of the Study
This study will serve as a critical lens for understanding the challenges of conducting free and fair governorship elections in Nigeria. By analyzing the specific challenges and dynamics at play in Anambra State, this research seeks to contribute to the broader discourse on electoral integrity and democratic governance in Nigeria and inform policy interventions aimed at strengthening the electoral process.
Furthermore, the significance of this study extends to its implications for democratic governance and political stability in Nigeria. Free and fair elections are essential for ensuring the legitimacy of government institutions, promoting peaceful political transitions, and fostering public trust in democratic processes. By identifying and addressing the challenges of conducting free and fair elections, particularly at the subnational level, the research can contribute to enhancing democratic governance and political stability in Nigeria. In this study, by addressing the challenges of conducting free and fair governorship elections in Nigeria requires comprehensive reforms aimed at strengthening electoral institutions, enhancing transparency and accountability, and promoting inclusivity and civic engagement.
1.7 Scope of the Study
The scope of this study borders on the problems affecting the conduct of free and fair election in Nigeria (a case study of 2022 Governorship Election In Anambra State). The study will delimited to Anambra State.
1.8 Limitation Of The Study
This research project, like all human endeavors, had some challenges that threatened to derail the study's completion. One of the reasons is that the time allotted for this work was so limited that the researcher did not have enough time to complete the task thoroughly.Insufficient funds tend to impede the efficiency of the researcher in sourcing the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, interview).
1.9 Definition of the Term
Election: Is a process of selecting one person or more for an office, public or private, from a wider field of candidates.
Challenges: This refer to the obstacles, difficulties, and complexities encountered during the process of organizing, conducting, and overseeing governorship elections in Nigeria.
