INTRODUCTION

Background of the Study

The construction of infrastructure plays a crucial role in facilitating economic growth, promoting social advancement, and facilitating overall development within a country. In Cameroon, similar to several other nations, the implementation of infrastructure initiatives is shaped by a variety of circumstances, with political agendas exerting considerable impact (Aidi, 2021). An in-depth analysis is necessary to understand the intricate relationship between political objectives and infrastructure development. Cameroon, situated in the region of Central Africa, has seen substantial economic expansion in recent times, mostly propelled by its abundant natural resources and advantageous geographical location. Nevertheless, the nation has a multitude of obstacles pertaining to its infrastructure, including insufficient transportation networks, unstable electricity provision, and restricted availability of clean water and sanitary amenities(Akhter, Akhtar & Karrar, 2022). To tackle these difficulties, significant financial resources and strategic planning are necessary, both of which may be greatly impacted by political factors.

The political terrain of Cameroon is distinguished by a historical pattern of centralised government, when authority is concentrated among a select few individuals. Throughout history, the prioritisation and distribution of money for infrastructure projects have often been influenced by political objectives (Al-Bulushi, 2021). Disparities in development among areas and sectors, along with concerns about corruption and mismanagement, have ensued as a consequence of this phenomenon.

Moreover, the intricacies of political transitions, including electoral processes and changes in governmental leadership, may have significant impacts on endeavours pertaining to infrastructure development. The initiation of new administrations may result in the introduction of distinct goals and preferences, hence causing alterations in the distribution of financing and the timeframes of projects(Ayalew, 2022). Furthermore, the occurrence of political instability and wars in Cameroon might sometimes impede infrastructure projects and impede their successful execution.

There are several reasons why it is crucial to comprehend the impact of political objectives on infrastructure development in Cameroon. First and foremost, this study offers valuable insights into the fundamental elements that influence the infrastructure landscape of the nation and the potential consequences it may have on economic and social advancement(Birhane, 2020). Additionally, it aids in the identification of possible obstacles and impediments to the successful governance and execution of infrastructure. Furthermore, this initiative provides avenues for investigating policy interventions and institutional changes that are designed to foster greater transparency, inclusivity, and sustainability in the realm of infrastructure development(Bonilla & Rosa, 2015).

In order to tackle these concerns, the primary objective of this research is to conduct a thorough evaluation of the influence exerted by political agendas on the process of infrastructure development in Cameroon (Campbell, 2020). The research aims to reveal patterns, trends, and connections between political issues and infrastructure results by using a mixed-methods approach that integrates qualitative and quantitative analysis. This study will use a combination of case studies, interviews, and data analysis to investigate particular instances of infrastructure projects that have been impacted by political agendas (Chenoweth, 2020). The research will explore the underlying motives, procedures, and outcomes associated with this influence. The study's results are anticipated to enhance comprehension of the complex interplay between politics and infrastructure in Cameroon. This will provide valuable insights for policy deliberations, guide decision-making procedures, and promote the achievement of sustainable and equitable development outcomes.

1.2 Statement of the Problem

The construction of infrastructure in Cameroon is of utmost importance in facilitating economic growth, promoting social cohesion, and facilitating total national development(Chingwete,  Felton & Logan, 2019). Nevertheless, there is ongoing worry over the degree to which political goals influence the building of infrastructure, necessitating comprehensive examination. In Cameroon, the political environment is marked by a range of interests, conflicts for power, and different agendas among political figures. These factors may have a direct or indirect impact on the decision-making processes concerning infrastructure projects(Cowen, 2017).

The current issue being addressed is the comprehension of the complex interplay between political ambitions and infrastructure development in Cameroon. It is important to do an analysis on the impact of political interests, ideologies, and connections on the prioritisation, allocation of money, execution, and maintenance of infrastructure projects in various parts of the nation (Curley, 2021). This necessitates the examination of the influence exerted by political elites, government institutions, foreign partners, and other concerned parties in determining policies and investments related to infrastructure.

Moreover, a dearth of extensive scholarly investigations exists that methodically evaluates the influence of political objectives on the calibre, availability, and durability of infrastructure in Cameroon. The politicisation of decision-making processes may give birth to several challenges, including corruption, nepotism, bureaucratic inefficiencies, and policy inconsistency(Curley, 2021). These issues can eventually impede the efficacy and fair distribution of infrastructure benefits among the people. Hence, the main aim of this research is to examine the relationship between political agendas and infrastructure development in Cameroon, with the goal of identifying significant obstacles, prospects, and suggestions for improving the transparency, accountability, (Curley, 2021) and effectiveness of infrastructure governance. By acknowledging and examining this knowledge deficit, policymakers, practitioners, and scholars can acquire significant knowledge to guide evidence-based approaches in fostering inclusive and sustainable infrastructure development in Cameroon. This, in turn, will contribute to the socio-economic progress of the nation and enhance the overall welfare of its populace.

1.3 Objective of the Study

The broad objective of the study is to assess the role of  Political Agendas on Infrastructure Development in Cameroon. The specific objectives is as follows

To examine the extent to which political agendas influence decision-making processes in infrastructure development projects in Cameroon.

To analyze the impact of political priorities on the allocation of resources for infrastructure development in Cameroon.

To assess the effectiveness of government regulations in mitigating the influence of political agendas on infrastructure projects in Cameroon.

To propose strategies for promoting sustainable infrastructure development practices amidst political influences in Cameroon.

1.4 Research Questions

The following questions have been prepared to further guide the study

What is the extent to which political agendas influence decision-making processes in infrastructure development projects in Cameroon?

What is the impact of political priorities on the allocation of resources for infrastructure development in Cameroon?

Is government regulations effective  in mitigating the influence of political agendas on infrastructure projects in Cameroon?

What are the propose strategies for promoting sustainable infrastructure development practices amidst political influences in Cameroon?

1.5 Significance of the Study

The findings of the study will be significant to the following

Policymakers: Understanding how political agendas influence infrastructure development can provide insights into how policies are formulated and implemented in Cameroon. This understanding is crucial for policymakers as it helps in designing effective strategies that align political goals with infrastructure needs.

Ministry of environmental: Infrastructure development can have significant environmental implications. Political agendas may influence decisions regarding the type of infrastructure projects pursued and their environmental consequences. Research in this area can highlight the need for environmentally sustainable infrastructure policies and practices.

Academia: the study will be of benefit to the academic community as it will contribute to the existing literature.

1.6 Scope of the Study

The study focuses on  the role of  political agendas on infrastructure development in Cameroon. Empirically, the study will examine the extent to which political agendas influence decision-making processes in infrastructure development projects in Cameroon, analyze the impact of political priorities on the allocation of resources for infrastructure development in Cameroon,  assess the effectiveness of government regulations in mitigating the influence of political agendas on infrastructure projects in Cameroon and propose strategies for promoting sustainable infrastructure development practices amidst political influences in Cameroon.

1.7 Limitation of the Study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of Terms

Political Agendas: These are the strategic plans, goals, or objectives set by political actors or entities such as government officials, political parties, or interest groups to achieve specific outcomes or address certain issues. 

Infrastructure Development: This term encompasses the planning, construction, maintenance, and improvement of fundamental physical and organizational structures and facilities necessary for the functioning of a society or economy.
